At the local level, how do we ensure that every town centre has a clearly defined role within regional devolution? If combined authorities are taking on greater powers over housing, transport, and economic development, then town centres must be positioned as integral parts of this agenda, rather than being left to navigate change in isolation, especially as so few town centres have place managers or place partnerships advocating for them.
